The term was coined (or at least popularized) by former STATS Inc. writer John Sickels.

The patron saint of the LOOGY is Jesse Orosco (http://www.baseball-reference.com/o/oroscje01.shtml), though if it weren't for Tony LaRussa, many question whether LOOGYs would exist in the first place.
