"HIS FATHER IS THE DISTRICT ATTORNEY!" refers to a phrase often heard on promos for Skin (http://www.imdb.com/title/tt0364008/), a Fox series which was heavily promoted during the 2003 baseball postseason via MLB on FOX.
The premise of Skin was that it would be a soap-opera take on the porn industry, only without actually showing the porn. In the promo aired most often, Larry Goldman, played by Ron Silver, dramatically uttered the now infamous phrase (http://www.imdb.com/title/tt0364008/quotes), which was picked up on by then-Primer chatterers in a playoff chat. ESPN.com columnist Bill Simmons also picked up on the phrase pretty quickly and began incorporating it into his columns at totally random points.

This, as any Primer/BBTF running joke, became twisted into various forms to fit whatever snarky comment needed to be posted at the time.
The show lasted for three episodes before being canceled due to low ratings, following the path of its predecessor Girls Club.
Does it really matter if HIS FATHER IS THE DISTRICT ATTORNEY!? It only matters if you're risking patients' lives or if you're a teacher who suspects the students are planning something.
