The students are planning something, but you'll have to watch a lot of FOX programming to find out what it is.

During the 2002 baseball postseason FOX showed an inexcusable number of promotional ads for a few of their upcoming shows, including the David E. Kelley drama Boston Public (http://us.imdb.com/title/tt0247081/). In every gosh darn promo for the season premiere of Boston Public, The phrase "Rumor has it that the students are planning something" was uttered by Michael Rapaport, as the students of BP were shown stalking down a corridor to P.O.D's "Youth of the Nation", apparently planning something. Postseason Game Chatter threads were rife with this phrase.

Boston Public was canceled in summer 2004 after a relatively long run, unlike most of the shows FOX promoted heavily during baseball.
